HEB Manitoba provides pension and other benefits to eligible employees (and their families) of participating healthcare employers. Participating employers include regional health authorities, hospitals, nursing homes, special-care homes, and other health-related organizations throughout Manitoba.
Healthcare Employees’ Pension Plan (HEPP)
HEPP was established on January 1, 1997, and is a multi-employer defined benefit pension plan with over 100,000 members and $13.6 billion in assets as at December 31, 2025. It is ranked as one of the top 30 pension plans in Canada in terms of plan assets.
The Healthcare Employees’ Pension Plan is governed by an independent, 12-member Board of Trustees.
Healthcare Employees’ Benefits Plan (HEBP)
HEBP was established on June 1, 1998, to offer benefits to eligible employees of participating healthcare employers.
The Benefits Plans are governed by an independent, 10-member Board of Trustees.
Disability & Rehabilitation Plan
The Disability & Rehabilitation (D&R) Plan is a self-insured, self-administered plan designed to replace a portion of a member’s income if the member is unable to work because they are totally disabled as defined by the Plan. The D&R Plan processes enrolments and coordinates claims assessments, rehabilitation programs, and provides D&R Benefit payments.
Life Insurance Plan
The Life Insurance Plan provides Employee Life Insurance, Family (Dependant) Life Insurance, and Accidental Death & Dismemberment (AD&D) Insurance to participating healthcare employees in Manitoba. At retirement, HEB Manitoba provides Post Retirement Insurance (PRI) to eligible employees. In addition, some retiring members may qualify for a Paid-up Life Insurance Policy. HEB Manitoba will advise these members at retirement if they qualify.
The Canada Life Assurance Company (Canada Life) administers claims for the Life Insurance Plan.
Healthcare Plan and Dental Plan
The Healthcare Plan and Dental Plan provide healthcare and dental benefits to eligible employees. In addition, HEB Manitoba offers a Retiree Group Healthcare Plan that provides basic and extended healthcare benefits to retired employees.
Claims administration and adjudication for the Healthcare Plan and Dental Plan are provided by Manitoba Blue Cross on a self-insured budgeted Administrative Services Only (ASO) basis.

The Employee Assistance Plan allows you and your family to seek early assistance before personal concerns seriously affect your health, family life, or work performance.
